Porting pixel clusterization algorithm from 21.9 to master (ATLIDTRKCP-170)

@gavrilen has developed a new version of the Pixel Clustering that is about a factor 5 faster than the version we had in 20.20 (and in MASTER). The new version is already moved to 21.9.

The new version should be migrated to MASTER and tested. If successful, the old clustering codes should be removed from MASTER.
