Add separate MuonQualitySelectionAlg to allow decorating bad muon veto

It seems that bad muon veto is currently not handled in the CP algorithms. To avoid public or duplicated tools I created a new MuonQualitySelectionAlg which also decorates the bad muon veto status based on the chosen quality working point.
