Functionality to use Muon flags under the Trigger

This change solves the following problem: In trigger, we want to configure offline components. For that, we want to import the offline reco flags (Muon in this case) and place them under the trigger. We then plan to set these flags independently and use cloneAndReplace to configure offline components accordingly. Tagging @sshaw @jmasik @emoyse
