21.2: changes to support PFlowCustomVtx jets

Changes to addConstModJets on the basis of supporting a new type of PFlow jets (PFlowCustomVtx) for the purposes of H->yy analyses: https://its.cern.ch/jira/browse/HGAMSW-716

The correctPFO and ChargedHadronSubtratcion steps are modified to use a custom vertex collection, HggPrimaryVertices.

This set of changes does not need to propagate to r22. It is only needed for HIGG1D1 derivations (changes will follow in separate MR later).

Has been tested in 21.2.85.0. Changes should not affect the current use of addConstModJets in JETM derivations.
