Add pflow-tagged-OR-topo-tagged filter to TOPQ4

The pflow jet collections with timestamps are created in the TOPQ4 sequence, unlike the timestamped EMtopo jet, which is created in the main derivation sequence.

So the calibration and all the other staffs should be done in TOPQ4 sequence as well for plfow jet.
