ElectronSuperClusterBuilder : Remove (at least for now) pseudo-tangent search not really used in Rel 21

The "pseudo tangent" search was not used in Release 21 nor is described here https://iopscience.iop.org/article/10.1088/1748-0221/14/12/P12006

it does not seem to bring match if anything for Rel 22 so remove.
