Delete uncompiled outdated MuGirl packages

Hi,

this MR is a follow up of !28577 (merged) and !28870 (merged). It finally deletes the uncompiled/outdated and re-written MuGirl packages since the last master nightlies all behaved without obvious issues.

As a reminder: The packages having MuGirl in their names were re-written in the past and are now contained inside MuonCombinedTrackFindingTools, MuonTrackPerformance and MuonRecValidationNtuples.

I also take this opportunity to wish all MR shifters a Merry Christmas and a Happy New Year! Not to forget our well beloved friend @atlasbot.
