Test L1 decoder for standalone jobs

In the MR an new L1 decoder for HLT is added. It is super-simple and has no menu dependency. It can decode EM RoIs and provides FS RoI as well. The intention is that it can be used for stand-alone tests of HLT algorithms. The Calo test example was modified accordingly. Tagging @damazio
