Remove unused UseNSW and UseCSC properties

Hi,

this MR removes the unused UseNSW and UseCSC properties in MuonTruthSummaryTool and MuonPRD_MultiTruthMaker and exploits the MuonIdHelperSvc instead to configure itself.

No need to sweep those changes into 21.3 and 21.9 since the changes are already present there.
