CutFlowSvc interface simplification - drop support for 'cuts' and 'other filters'.

PrimaryDPDPrescaler is legacy code and the cut functionality has been disabled there. It will be followed-up later if some alternative implementation is needed so keeping the commented-out lines for reference.
