Move from MuonIdHelperTool to MuonIdHelperSvc (6)

Hi,

this MR uses MuonIdHelperSvc instead of MuonIdHelperTool in several muon packages. Furthermore, some cleanup is done (e.g. using ATH_CHECK macros where possible, removing unused includes, deleting commented code lines, ...).
