Manual sweep of !30071 to 21.3 and 21.9

Hi,

this MR is a manual sweep of !30071 (merged) to 21.3 and 21.9. It moves from using ATH_MSG_WARNING to ATH_MSG_VERBOSE since the RIO_OnTrack Identifier can also be an ID or Calo identifier, but we are only interested in MS hits here.
