Hi,

this MR explicitly passes the CombinedMuonTrackSummary tool to MuonInsideOutRecoTool and MuonSegmentRegionRecoveryTool for the old configuration! (Don't know whether changes are also needed for the the new configuration or if this was already properly fixed in !29889 (merged) ?). @emoyse will know this better. This change fixes ATLASRECTS-5287.

Also adding @gotero and @goetz to keep them informed.
