Sweep from master: Better facilitate Trigger ART test running in CI

This is a manual sweep of !29739 (merged) + !30079 (merged) from master to 21.X branches. It adds a script facilitating better integration of Trigger ART tests in the CI framework. Once this is merged into all relevant branches, we will be able to improve the Trigger CI configuration.
