Remove unused OutwardsCombinedMuonTrackBuilder from configuration

Hi,

in ATLASRECTS-5272 it turned out that OutwardsCombinedMuonTrackBuilder, OutwardsTrackCleaner and OutwardsSegmentRegionRecoveryTool are still around in the job configuration, but not actually added to any job transform or used by any active algorithm. So, this MR just deletes those code snippets from the repository.
