Added protection for menu L1 and HLT menu missmatches

Closes ATR-20902 In group rates monitoring a protection is added when the L1 item is missing. This never occurs in real situations but is the case in emulation test. A proper fix (either generation of EMU specific L1 menu or sync between the L1 LS2_v1 and EMU items) is pending. Tagging @fpastore to confirm.
