prepare for very simple AnalysisBase release build

Nils Erik Krumnack requested to merge krumnack/athena:ab_release_build into master

I pretty much emptied out the package_filters.txt file and add the PostConfig from 21.2, with the goal of having something that can compile in the nightly/CI, so that we can start fixing up and adding packages after that.
