HLT Filters monitoring stop using TEfficiency

Tomasz Bold requested to merge tbold/athena:drop-use-tefficiency-in-filters-monitoring into master

We used to get warnings that the TEfficiency is not supported histogram type online. They were replaced by the TH2I form which ratios can be calculated if needed. In addition monitoring code was simplified to profit from newly available strings monitoring capabilities. Resulting code is simpler.
