Constraint angle cluster method for the NSW MM

This MR adds a clusterization method for the NSW MMs which is based on the uTPC method but constrains the angle in the pattern reco and the final fit. Furthermore it adds back the Projection method to the MuonRecExampleConfigDb.py where is was accidentally delete in !29774 (merged)
