Add no ringer chain part

Fernando Monticelli requested to merge fernando/athena:AddNoRingerChainPart into master

This MR is to add noringer as a valid chainpart so by default chains us ringer as L2/fast reco, but low et chains which will not be using ringer for now will be called noringer.

This is being discussed in ATR-20143 and is proposed solution for implementation of ringer and no ringer chains.
