Fix muon conditions scheduling issues related to overlay

Fix some muon conditions scheduling issues related to overlay. If a folder/object is not used, the ReadHandleKey should not be initialised.

At some point we should probably not have the default keys (at least for MDT) and then configure them if needed, but I wanted to avoid changing old-style configuration for now.
