LAr overlay migration for MT and new-style config

This MR fully migrates LAr overlay for MT and additionally makes necessary changes for new-style config:

  • LArPileUpTool properly uses ReadHandleKeys
  • scheduling issues fixed (LArRawDataReadingAlg, LArADC2MeVCondAlg, LArPileUpTool
  • data overlay conditions fixes
