Fix printout logic in MuonPerformanceAlg

A couple of small fixes to fix the printout on muon quality in the MuonPerformanceAlg debug. This fixes a bug where there would be no printout for muons passing loose, but failing medium or tight

added 21.3 alsoTargeting:21.9 + 1 deleted label
