DerivationFrameworkInDet: Fix IDTIDE1

Scott Snyder requested to merge ssnyder/athena:trackThinning.DerivationFrameworkInDet-20200226 into master

IDTIDE1 was requesting thinning of hits, but it did not generate the input information for TRT, only SCT and PIX.

Rework TrackParticleThinning so that individual input containers may be missing. Adjust IDTIDE1 to configure the thinning tool properly based on which input containers are produced.

Should fix ATLASRECTS-5329.
