Define the correct MetaDataStore should it be missing

Found a small bug introduced in 7d921ef5. Should the ReadByteStream configuration miss the MetaDataStore or InputMetaDataStore it created the wrong one. Fixed the ordering of the test and creation. Tested the change by running sample reco transform which requires both tools.
