TauAnalysisTools: new tau trigger scale factors

This merge request introduces new tau trigger scale factors and uncertainties. The scale factors are split in two separate sets, one for the BDT based tau ID and one for the RNN based tau ID.

The shared files version has been updated to 00-03-14 for the new input files.

The files were uploaded in ATLINFR-3425.
