Update prompt lepton improved veto path for 21.2

Fudong He requested to merge fuhe/athena:UpdatePromptLeptonImprovedVetoPath_for_21.2 into 21.2

In this merge request, include a few changes:

Rename the 'PromptLeptonVetoImproved' as 'PromptLeptonImprovedVeto' in order to avoid misleading. And use BDT or RNN weight files from cvmfs.

Add the new tagger to the HIGG3D1 derivation.

@fuhe and @rustem will be responsible for this merge request.
