Add modification of IOVDbSvc and CondInputLoader for running from the DB

Further modifies the joboptions that are dumped for db upload. The IOVDbSvc and the CondInputLoader need the /TRIGGER/HLT/PrescaleKey folder to be defined.

Details of parameters changed are recorded on ATR-21122
