Fix xAODCaloEvent for AthGeneration project

John Derek Chapman requested to merge jchapman/athena:xAODCaloEventAthGeneration_master into master

This changes use preprocessor statements to hit unneeded code when compiling the xAODCaloEvent package in the AthGeneration project. The changes should be transparent to other projects. See AGENE-1787.
