MuonCondAlg: const fixes

Add some missing const declarations, which will be needed for const cleanups in MuonReadoutGeometry.

Need to add some const_casts to update the manager instance in the detector store in MuonAlignmentCondAlg. My understanding is that this is anyway obsoleted by MuonDetectorCondAlg.
