Fix compilation of CaloEvent in AthGeneration

John Derek Chapman requested to merge jchapman/athena:CaloEvent_AthGeneration_master into master

This changes use preprocessor statements to hit unneeded code when compiling the CaloEvent package in the AthGeneration project. The changes should be transparent to other projects. See AGENE-1787.
