Switch off failing IOVDbSvc and LArCabling unit tests in the AthGeneration project

Switch off failing unit tests in the IOVDbSvc and LArCabling packages, as they are not designed to work in this project and are already switched off in the AthSimulation project. See AGENE-1787.
