Add noringer chains to the menu

Fernando Monticelli requested to merge fernando/athena:AddNoRngerChains into master

This is in the scope of ATR-20143.

  • We add noringer low eT electron chains in LS2_v1 menu
  • Add a flag in CaloSequenceSetup.fastCaloMenuSequence to either use or not ringer when creating the sequence
  • update references
  • Removed DEBUG hardoced output for ringer algs

flake, full_menu and q221 tests passed. Cheers! Fer
