Update of the job options for the NSWPRDValAlg

With this MR the jobs option files for the NSWPRDValAlg are updated. The old one is removed and two new ones are added. One for digi and one for reco. To run them one can now use --postinclude NSWPRDTest/NSWPRDValAlg.reco.py or the same for digi. These configs should switch on all output for both MM and sTGC
