LowPt Isolation Efficiency

Charles Burton requested to merge cburton/athena:21.2-LowPtIsoSF into 21.2

The previous recommendation on the Muon CP twiki, "A prefix 'LowPt_' is recommended for whoever is using the LowPt selection WP, and will retrieve tailored isolation SFs with reduced systematics." was quietly deleted. In fact, I found that this will explicitly cause a crash with the LowPt working point since 2 February 2020.

Essentially, this MR is an undoing of !23243 (merged), which had a small bug in it anyway :)
