ISF_FastCaloSimServices configuration migration to run3 behaviour

Attempt to migrate ISF_FastCaloSimServices configuration to run3 behaviour. Some tests have been done with FastCaloSimServices_test.py file, but a bit of iterations will probably still be needed.
