Delete Tauola and Photos

This MR deletes the PHOTOS and TAUOLA Fortran-only generator interfaces. The PHOTOS and TAUOLA were replaced with Tauola++ and Photos++ Fortran/C++ generators a decade ago. Discussed with Ewelina.
