defining new R3LargeD0 tracking mode for R22

Adding a new tracking mode for R22/Run3 called the R3LargeD0 mode. This mode is by default off like the existing mode "LargeD0" and can be configured via an InDetFlag.

The addition will allow us to test this new mode in R22 in terms of computing resources, PhysVal, in light of a potential larger integration into the standard tracking/reconstruction workflow. As pointed out this addition does not change the default.

I ran several tests including the q431 test and all tracking modes are running as expected. I.e. no change at all in the default and all cuts are applied correctly when configuring R3LargeD0.
