21.9 SCT digitization for new sensor type

Provide addtional method in SCT_ChargeTrappingSvc and SCT_RadDamageSummarySvc to support electron carrier type of new Strip sensor. This MR support the further change to SCT dig model, and should not impact dig model right now.

I think these warnings are unrelated. I'm going to bump this one to L2, as there are quite a few changes.

@nstyles The CarrierType (and transport method) changing in SCT_SurfaceChargesGenerator will impact.
