Pixel new charge calibration (ATLASRECTS-5146)

We plan to change the DB format of the pixel charge calibration for RUN-3.

This MR is the first step, where we only add the functionality, but the default setting is still to use the current configuration. So that the result will not be changed.

Once this MR goes in, we place the new conditions DB in the official place, then activate it. This will be the another MR.
