Adding VR track jet DL1r training to EXOT3

Julia Lynne Gonski requested to merge dev_jgonski_VRdl1rEXOT3 into 21.2

Hi all, we're interested in looking at the new DL1r trained over VR track jets for the YXH analysis which uses EXOT3. We're also adding links to the TCC large-R jets in addition to the LCTopo. data18 and mc16 ART tests run successfully.
