Fix FPE in HL-LHC setup

This fixes the case, only in HL-LHC datasets, where tracks extrapolated to the FCAL have a reference e/p of 0.0. The fix avoids a FPE. Longer term work will be needed in order to deal with such cases more robustly (and this has a Jira ticket).
