PowhegControl: VBF NLO in V2 - AGENE-1831

Hello,
As explained in AGENE-1831 we move VBF_NLO_Z and VBF_NLO_W to V2 in PowhegControl. It is not yet clear if the reweighting works completely, but we make it available so that users can test it.
In addition there is a fix for a small bug introduced in the previous release when running V2 processes in multicore mode (i.e. not in "normal" production a priori).
