Changed ID BS decoding error code to be 64bit wide

This MR is to change ID BS decoding Errors to 64 bit integers to fit SCT needs. So far, the type was changed and I started to change the SCR_RodDecoder for @oda preview. What needs to be done is not encoding errors using addError ... and then use it in SCT_ByteStreamErrorsTool.
