Remove duplicated TrigDecisionTool property from CSCSegmValAlg

Hi,

this MR removes the duplicated TrigDecisionTool property from CSCSegmValAlg. The property is already declared in https://acode-browser1.usatlas.bnl.gov/lxr/source/athena/Control/AthenaMonitoring/AthenaMonitoring/ManagedMonitorToolBase.h#0910 and CSCSegmValAlg inherits from ManagedMonitorToolBase. This MR fixes ATLASRECTS-5415.
