21.9: Few updates to RD53EncodingAlg/Tool

  • Renaming safety factor for clarity: it is scale factor to include the AURORA protocol,headers,... into the stream length
  • Fixing indices for endcap L1 when running with ATLAS-P2-ITK-22-00-00
  • Enabling dump of stream and human readable chip format in normal mode (RD53EncodingTool.Debug=False)
  • Using public dataset

This is a standalone tool and is not used in production.
