CaloRec+CaloEvent: Change CaloBCIDAvgAlg to use CaloBCIDLumi conditions object.

Change CaloBCIDAvgAlg to use the CaloBCIDCoeffs / CaloBCIDLumi conditions objects. Should significantly speed up this calculation.

This will change results very slightly, due to rounding differences.
