Use RpcCablingCondData in RPCRecRoiSvc and MuCalStreamerTool

Hi,

this MR moves from using IRPCcablingSvc to using RpcCablingCondData in MuCalStreamerTool and RPCRecRoiSvc. It partially addresses ATLASRECTS-5430.
