TileCal WriteCalibToCool.py: adding possibility to create/update many IOVs at once

New functionality added - many IOVs in COOL can be created or updated using single WriteCalibToCool.py command. First column in every line in input file should contain (run,lumiblock) pair and option --pref="(r,l)" option should be specified at command line
