MuonMomentumCorrections sagitta bias: general fixes and updated RHO systematics

This merge request fixes a few bugs in how the MuonCalibrationAndSmearingTool is currently handling the sagitta bias corrections.

  • Argument swap -> 6dee14b5
  • Identical Up/Down variations for RHO systematic -> 1a5e4e1f
  • Small inconsistency between the provided central value and the Up/Down variations of the RHO systematic -> ec32e59d
